Planning area

The 14th Five-Year Plan (2021-25) for housing in the Lin-gang Special Area is to be undertaken in the 386-square-kilometer Lin-gang industry and city integration zone.

Construction will be conducted mainly in the key areas of the Dishui Lake Core Area, the Advanced Intelligent Manufacturing Area, Comprehensive Industry Area and the Emerging Industry Area.

Development goals

The framework of a world-class coastal city with an obvious population agglomeration effect is to be formed by 2025. The city should basically achieve a jobs-housing balance and form a housing system which allows both renting and purchases and ensures equal rights for both renters and house buyers.
